Municipality of Stichtse Vecht - from core snapshot to neighbourhood-based approach

For the Municipality of Stichtse Vecht I led a programme on neighbourhood-based working and transformation of the social domain. The assignment originated from the Vitale Coalitie and was carried out under municipal direction.

Phase 1 - Social domain "core snapshots" / neighbourhood scans

I developed and led the original approach for the social domain "core snapshots": a methodology that combines quantitative neighbourhood/core data with qualitative information from residents, key figures and social partners. Applied across all cores (villages) of Stichtse Vecht, presented to the council, and the basis for periodic updates.

Phase 2 - Customer journeys & personas

In the follow-up assignment, I worked with debt assistance services, policy advisors and welfare partners to develop a customer journey for Money Worries & Debt, based on conversations with people with lived experience - aimed at earlier, more suitable, preventive support.

Good to know

  • The municipality repeated the core snapshots in 2025 and expanded them with additional data.
  • The VNG (Association of Netherlands Municipalities) has adopted the approach as a practice example.
